I'm completely fine nerfing his spells down to the starter/midgame one because the endgame spells are kinda insane.
It should be noted that his Master Quartz is what powers his ARCUS, so regaining this would allow that to work! But tbh without other quartz or ARCUSes around it won't do much but be a smartphone always stuck in airplane mode. He can play MP3s and show off pictures of the kids. He doesn't even have games, what a loser.
